RSP Pushes Authority-Based Settlement Solution

The Rastriya Swatantra Party (RSP) has urged the government to move forward with the formation of an empowered authority to address the country’s growing issue of unmanaged settlements, while calling for an immediate halt to demolition actions until a structured verification process is completed.
Issuing its Secretariat decisions, the party emphasized that the protection and dignified resettlement of genuine landless and squatters remains a core priority. RSP said its official manifesto already commits to resolving the issue in an organized and humane manner.
The party stated that until a dedicated authority completes proper data collection and submits its report, no further action should be taken against settlements, except in cases involving legally designated or acquired structures.
RSP also expressed concern over ongoing demolition activities by local governments, urging them to align their actions with the same principle of humane and structured settlement management.
The party further said that displaced and vulnerable communities must be ensured access to basic services including food, shelter, and healthcare, with a long-term resettlement plan led by the proposed authority.
On organizational matters, RSP approved the “Local Election Candidate Selection Framework–2083” and formed a committee under Joint General Secretary Bipin Kumar Acharya to oversee its implementation.
The party also endorsed its revised parliamentary party statute and approved the “General Convention Procedure–2083” ahead of its first national convention.
Additionally, RSP dissolved its Rasuwa District Committee based on the recommendation of its Bagmati Provincial Committee and decided to restructure it through a new process.
The decisions reflect the party’s parallel focus on policy positioning on land and settlement issues, alongside internal organizational consolidation ahead of upcoming elections.
