Nepal Election Commission Emphasizes “Green Elections”

The Election Commission of Nepal is preparing to enforce the election code of conduct for the upcoming National Assembly elections and the House of Representatives elections.
The code of conduct for the National Assembly elections will remain in effect until the House of Representatives elections are completed.
The new code emphasizes “green elections” and restricts campaigning strictly to party manifestos. It bans the spread of misleading information, hate speech, or defamatory content on social media, and prohibits the use of public institutions, schools, or private property for election activities without consent.
Candidates will be required to submit their asset declarations in the prescribed format, while political parties must publish annual progress reports on their manifesto commitments.
The draft code also prohibits individuals from creating or operating fake social media accounts or websites with the intent to negatively influence the elections.
From the time a candidate registers until voting concludes, candidates and political parties are barred from conducting or publishing any surveys related to election results.
The Election Commission has stated that parties and candidates participating in the House of Representatives elections must publicly release annual progress reports on their manifesto commitments and adopt green election practices.
Candidates must submit their nomination papers along with a sealed asset declaration, as prescribed by the Commission, to the respective election officer.
In the previous House of Representatives election, the code of conduct was enforced 54 days in advance.
