Federal Parliament Budget Session Begins Monday

The budget session of Nepal’s Federal Parliament is set to begin on Monday, with the government’s policy and programme also scheduled to be presented on the same day.

According to the Parliament Secretariat, President Ramchandra Paudel will address a joint sitting of both houses of the Federal Parliament.

Spokesperson Ekram Giri said the President will present the government’s policy and programme at 4:00 PM in accordance with constitutional provisions.

As per Article 95 of the Constitution of Nepal, the President addresses a joint session of the House of Representatives and the National Assembly at the beginning of the first session after elections and at the start of each annual session.

The Parliament Secretariat has requested all members of both houses to be present in the joint sitting by 3:45 PM for the presidential address.

Before the joint session, separate meetings of the House of Representatives and the National Assembly will take place at 2:00 PM. In the House of Representatives, lawmakers will be informed about the presidential letter summoning the session and updates from the Office of the President regarding changes in the Council of Ministers.

The House agenda is also expected to include the nomination of members to chair the sitting in the absence of the Speaker, approval of the Obstruction Removal Order issued under Rule 260 of the House of Representatives Rules, 2079, and the presentation of the draft House Rules.

In addition, several ordinances issued by the government are set to be tabled, including the Public Procurement (Second Amendment) Ordinance, 2083, the Special Provision on Removal from Public Office Ordinance, 2083, and the Constitutional Council (Functions, Duties, Powers and Procedure) First Amendment Ordinance, 2083. A total of eight ordinances are expected to be presented in both houses of Parliament.

The National Assembly meeting will also see the presentation of these ordinances, the Parliament Secretariat said.
