Laws Should Be Amended and Implemented Effectively: Speaker Aryal
Speaker of the House of Representatives, Dol Prasad Aryal, has said that laws should be made to reflect the time, technology and social needs.
At a function organized by the Ministry of Law, Justice and Parliamentary Affairs here Monday on the occasion of ‘Civil Code Day, 2083’, Speaker Aryal said that along with formulating laws the federal parliament also has the responsibility to study, review the status of their implementation and guide the government for necessary reforms.
“The formulation and implementation of laws is not the sole responsibility of any one institution or agency,” said Speaker Aryal. “A just and effective legal system can be built only through continuous dialogue, collaboration and coordination between the legislature, executive, judiciary, legal practitioners, civil servants, academics, civil society and the general public.”
He said that along with the quality of law, its effective implementation, strengthening of judicial and administrative institutions and increasing legal awareness among citizens are necessary.
Speaker Aryal expressed the view that the language of law should be simple, clear and easy for citizens to understand and use in practice. He said that legal provisions should ensure respect and protection of fundamental rights, freedoms and human rights of every individual.
He said that the implementation of the Civil Code, Criminal Code and other codes was a significant achievement in the legal history of Nepal, adding that the codes have laid the foundation for further strengthening the justice system by making Nepal’s civil and criminal laws timely, organised and modern.
