Over 30 Bills Rendered Inactive Following Dissolution of Nepal’s Federal Parliament

In the past two and a half years, Nepal’s federal parliament passed 34 laws, while 35 bills were approved by both the houses, with one remaining unratified.
Following the recent dissolution of the House of Representatives, the lower house, around 30 bills that were in the final stages of legislative review have become inactive. These include key measures such as the civil service bill, school education bill, and police reform bill, which had been under discussion for an extended period.
Meanwhile, five bills originated in the National Assembly, the upper house that is still active, remain under consideration. Parliamentary officials note that some constitutional and procedural bills lost momentum due to the abrupt end of the legislative session.
The development highlights the challenges of completing the legislative agenda amid political uncertainty, potentially delaying the implementation of critical reforms under Nepal’s federal system.
