Bill on Protecting Existing Provisions of Nepal’s Special Services Act Passed

The meeting today of the House of Representatives unanimously passed the Bill on protecting existing provisions of Nepal’s Special Services Act, 2042 (2083). The bill was passed after Speaker Dol Prasad Aryal presented it in the House meeting for a decision.

Earlier, on behalf of Prime Minister Balendra Shah, Minister for Law, Justice and Parliamentary Affairs, Sobita Gautam, had presented a proposal seeking passage of the bill.

The meeting had also unanimously approved the proposal seeking discussion on the Bill, along with the report of the State Affairs and Good Governance Committee.

The proposal was presented on behalf of Prime Minister Shah by Minister for Law, Justice and Parliamentary Affairs Gautam.

Minister Gautam said that it would be better if the investigating agency reached out to the Prime Minister with all kinds of information, and since overall security situation of the country should be a matter of direct concern of the Prime Minister it should be under the Prime Minister’s Office.

She said that this bill seeks to place the National Investigation Bureau under the Prime Minister’s Office, as also all types of investigation should be carried out by intelligence agencies, not limiting it to the Ministry of Finance and the Ministry of Home Affairs.

Earlier, MPs Shristi Bhattarai, Lalita Kumari, Ganesh Bahadur Bishwakarma, Deepak Kumar Shah, Shahzaan Khatun, Yashodha Kumari Baral, and Sazida Khatun Siddique participated in the discussion on the Bill and shared their views and suggestions.

The next meeting of the House of Representatives will be held at 1:00 pm tomorrow (Tuesday).
Earlier, the meeting approved by a majority a proposal seeking consideration on “Bill relating to Remuneration, terms and conditions of service of office-bearers of Constitutional Bodies (First Amendment), 2083′.

The bill was presented by Minister for Law, Justice and Parliamentary Affairs Sobita Gautam, on behalf of Prime Minister Balendra Shah.

During discussion on the proposal, lawmakers Rina Upreti, Lima Adhikari Acharya, Krishnahari Budhathoki, Gangalakshmi Awal, Janak Singh Dhami, Kali Bahadur Shah, Madhav Bahadur Thapa, Kamal Subedi, Pramila Kumari Gachhadar, Parashmani Gelal, Parbati BK, Maisa Chaudhary Dagaura, Yashodha Kumari Baral, Sazida Khatun Siddique expressed their views, questions and feedback.

In response to questions raised during the discussion, Minister Gautam said that the government is making arrangements to ensure that the office-bearers of the 13 commissions, most of whom are pensioners, do not receive pensions while drawing salaries for their service to the commission concerned.
